Can I get a Start Up Loan on Universal Credit? The 2026 guide

Yes, you can apply for a Start Up Loan on Universal Credit. Here is what the scheme checks, how the 12-month start-up period works, and what to prepare.

Yes. You can apply for a Start Up Loan on Universal Credit. Being on benefits does not rule you out. What decides your application is the same three things we assess for everyone. Those are your credit history, whether you can afford the repayments, and whether your business plan stacks up.

Does Universal Credit stop you getting a Start Up Loan?

No. You can apply for a Start Up Loan while receiving Universal Credit. You still need to meet the standard eligibility criteria. Being on State benefits does not necessarily exclude you.

So what are the standard criteria?

You need to live in the UK and be 18 or over. You need to have, or plan to start, a UK-based business. It must have been fully trading for less than 5 years. This guide covers a first Start Up Loan; existing borrowers can apply for a Second Loan under the scheme's separate criteria. Every applicant has a personal credit check.

Myth 01

“Being on benefits means an automatic no”

It does not. State benefits do not exclude you from a Start Up Loan. We cannot advise on your benefit entitlement. That is one for Jobcentre Plus and your work coach.

Your claim is a question for your work coach. Your application is a question about your plan.

One thing matters more on Universal Credit than anywhere else. A Start Up Loan is an unsecured personal loan, not a business loan. You repay it personally, even if the business changes or closes. The assessment looks at whether you can afford that from your own income. The loan is not secured against the business.

How does Universal Credit treat your new business income?

This is the part people worry about, and it has clear rules. The rules are set by the Department for Work and Pensions, not by the loan scheme. We are not benefits advisers, so treat this as a map and check the detail with your work coach.

Does Universal Credit stop when you start trading?

Not automatically. According to gov.uk, if you are gainfully self-employed you report your earnings at the end of each monthly assessment period. Your payment is then worked out from those earnings. You report even in a month where you earned nothing.

What counts as gainfully self-employed?

According to gov.uk, it means four things. Self-employment is your main job or main source of income. You get regular work from it. Your work is organised, with invoices, receipts or accounts. And you expect to make a profit.

What is the start-up period?

According to gov.uk, a new business can qualify for a 12-month start-up period. During it, your real monthly earnings are used to work out your Universal Credit and the minimum income floor does not apply. You meet a work coach every three months and show that you are still building the business. You are only entitled to one start-up period. The exception is where more than 5 years have passed since your last one and you have started a completely different type of self-employment.

What is the minimum income floor?

According to gov.uk, it is an assumed level of earnings. It is based on what an employed person on minimum wage would expect to earn in similar circumstances. Once your start-up period ends, it applies if your real earnings fall below it. If you earn more than the floor, your real earnings are used instead.

One more thing to raise before the money arrives. Ask your work coach how the loan should be reported once it is paid into your account. Do not guess. A conversation before the first payment is cheaper than a correction after it.

What should you prepare before you apply?

  1. A business plan

    Every applicant needs one.     This shows month by month that the business will earn enough to cover the loan repayments. On Universal Credit, it also helps you see what your reported earnings will look like once the start-up period ends.

  3. A personal survival budget

    This lists your sources of personal income and your monthly expenses. It is how affordability is assessed. Include your Universal Credit as income and be honest about what it covers.

  4. Your credit report

    The formal application includes a full personal credit check. This is a hard search, so it is recorded on your credit file and may affect your score. A Start Up Loan is not available to anyone who is bankrupt, on a Debt Relief Order, in an IVA or on a debt management plan. Check your report before you apply. A decline means waiting at least six months to try again.

Timing matters too. A credit check stays valid for 90 days. So once it has been run, you have that long to finish your documents. Most bizbritain applicants are approved within one to two weeks of submitting a finished application. That depends on prompt replies to any questions and on the documents being in order.
